North Penn Legal Services (NPLS); is a non-profit, 501(c)3 corporation funded in large part by the Legal Services Corporation and the Commonwealth of Pennsylvania to provide free legal help to low income persons. North Penn Legal Services is staffed by 30 attorneys and 18 paralegals working out of 12 offices. Advocates provide representation on a broad range of civil matters including custody, housing, SSI, bankruptcy, consumer, and protection from abuse. In addition to direct representation, clients are also helped through telephone advice, pro bono and Judicare attorneys, pro se packets and self-help clinics.

Applicants for attorney positions will be evaluated on their oral, writing, and advocacy skills as well as their involvement in law school clinics and public interest law, and must be able to practice law in Pennsylvania. Some travel will be required.

Staff Attorney Positions - Wilkes-Barre office
The Wilkes-Barre office of North Penn Legal Services is staffed with five
attorneys, four paralegals, and three support staff. Legal help to low
income people is provided in Luzerne county. Two additional attorneys are
needed as follows:
Attorneys will serve as guardian ad litem to children
in dependency cases and this is primary focus of these two positions.
- Bilingual in Spanish preferred.
- Applicants will be evaluated on their oral, writing and
advocacy skills as well as prior experience. PA Bar or by admission
required. Inter-county travel.
- Salary DOE. Desire attorneys with three years of

Director of Advocacy
Position Summary:
This position assures uniform high quality of legal/advocacy work throughout
NPLS.
Position Responsibilities:
Strategic planning and oversight
- Coordinate legal work and community education
throughout the program
- Coordinate advocacy work among offices.
- Develop systems to monitor all major advocacy in the
program on an on-going basis, including significant litigation, and all work
on unique issues, or those significant to the client community.
- Maintain communication with other providers of civil
legal assistance to the poor.
- Assure program-wide balance of workload through the
use of various tools, including the case management system.
- Approve all cases to be appealed.
- Approve program appeals.
- Develop and support substantive law groups within NPLS.
- Coordinate involvement with state wide projects, law
groups, listservs.
- Coordinate local resources, such as bar associations
and courts, to insure that comprehensive support systems are in place to
enhance the work of the local NPLS office.
Advocacy staff development and supervision
- Assist with recruitment, orientation, and training of
new advocacy staff.
- Insure quality legal work by developing and
maintaining systems for legal work supervision.
- Develop local office strengths and identify areas of
needed improvement in order to enhance an office's ability to deliver
quality legal services.
- Encourage the professional growth and development of
advocacy staff by identifying program-wide, office-wide and individual
training needs, and then develop strategies to address those needs, .staff
growth and development.
- Supervise all Managing Attorneys, Managing Paralegals,
and Advice Line Manager.
Administrative responsibilities
- Maintain comprehensive knowledge of various funding regulations
and develop systems to ensure that advocacy work is in compliance.
- Oversee law library maintenance.
- Review client grievance appeals from Manager's decisions.
- Maintain oversight of Judicare contracts.
- Maintain oversight and implementation of LEP policy.
- Establish program-wide guidelines for practice consistent with
program standards and policies and facilitate consistent application
throughout the program.
- Participate in weekly Management Team calls, EC meetings, and
Board meetings.
Knowledge, Skills and Abilities:
- Ability to plan strategically for program legal
advocacy.
- Ability to lead and supervise other staff.
- Ability to motivate, coach and mentor less experienced
staff.
- Extensive knowledge of civil legal practice standards.
- Serve as a resource on standards of practice and
procedure.
- Broad-based knowledge of legal services practice.
- Strong ability to learn and use case management
systems.
Minimum Qualifications:
- Degree from an accredited law school.
- Membership in the Bar of the Commonwealth of Pennsylvania or
eligible for admission to practice law in Pennsylvania under 3.11 of PA Bar
Admission Rules.
- Prior experience of seven (7) years or more as
managing attorney and supervisor.
- Salary Range: $65,000 - $75,000
